HKCS HKSPIN Speaker's Meeting: Improving the Testing Process with Testing Maturity Model Integrated (TMMi) 28 January 2010

A very interactive and interesting evening was experienced by some 30 attendees at the recent HKSPIN Speaker's Meeting. The topic which evoked such enthusiastic discussion was “Improving the Testing Process with Testing Maturity Model Integrated (TMMiR)”, delivered by Dr Hareton Leung (Hong Kong Polytechnic University) and Mr Daniel Wong.
The presentation started off with Dr Leung giving the overview of TMMi and its apparent alignment with Capability Maturity Model Integration (CMMIR). Audience who are familiar with CMMI would find it easier to grasp TMMi’s concepts, practices and motivation.
TMMi evolved because some software practitioners found that CMMI does not address enough testing processes. Whereas CMMI has the backing of USA federal funds, TMMi is a non-profit foundation based in Europe.
TMMi is currently defined up to Level 3. Dr Leung invited participants to contribute in helping to refine and review the existing levels, and to define Levels 4 and 5, of which he is a member of the Working Group.
The second part of the talk was given by Mr Wong, a seasoned veteran in the software quality area, who shared real-life case studies of an existing company in Hong Kong. He explained that since the TMMi methodology was not yet ready, he employed the CMMI approach when assessing the test processes of the target company, and the user agreed on the plan and schedule.
Lively dialogues ensued even after the meeting, with many attendees eager to learn more about the “how” and implementation of TMMi within their organizations.

The winners of the Hong Kong ICT Awards 2009: Best Business Award, organised by Hong Kong Computer Society (HKCS), were announced on 19 January 2010 at an award presentation ceremony,
Mr. Sunny W K Lee, President of HKCS said, “in hosting the Best Business Awards category of the Hong Kong ICT Awards each year, the Society seeks to encourage entrepreneurs and others to combine talent and skill with vision and business acumen in order to further extend the contribution that our industry can make to Hong Kong’s economy at large, as well as to a prosperous and stable society.”
“In an effort to spread the net wider and encourage more participants, the Society introduced a new category of awards for start up companies this year. I hope that budding entrepreneurs will appreciate and rise to the challenges offered by this newly launched category in coming years.” added Mr Lee.
On behalf of HKCS, President Mr. Lee thanked the Judging Panel, chaired by Professor Chan Yuk-shee, BBS, JP, President of Lingnan University and composed of well-respected industry experts, and the Organising Committee, chaired by Mr. Duncan Chiu, for the hard work and dedication its members have brought to their task throughout the year.
Mr. Duncan Chiu, Chairperson of Hong Kong ICT Awards 2009: Best Business Awards urged software developers and others in the industry to continue the quest for originality and the drive for cost-effectiveness and efficiency that alone can keep Hong Kong competitive in the challenging world.
The Hong Kong ICT Awards 2009 aims at building a large scale and internationally recognised branding of ICT awards of Hong Kong. The awards are coordinated and administrated by an Organising Committee chaired by the Government Chief Information Officer. There are nine award categories and the HKCS is the organiser of the “Best Business Award”, formerly known as “IT Excellence Awards” established by the HKCS in 1998.

HKCS New Year Party 14 January 2010

On 14 January 2010, HKCS hosted a cocktail party to celebrate the New Year 2010 with its members and associates. Nearly 100 participants joined the party at the Sky Lounge of Hotel Nikko Hongkong.
The party started with the welcome speeches by Mr. Sunny Lee, President of HKCS and Ms. Susanna Shen, Vice President of HKCS. President Lee expressed his thankfulness to all the guests and members for their unfailing support to HKCS in previous years. Special thanks were also given to the Accenture Company Limited for being the sponsor of this cocktail party. President Lee had presented a souvenir to Mr. Kenneth Cheng, Partner of Accenture Company Limited as a token of appreciation for their generosities.
Following the speeches was the award presentation of 2009 eXtreme Web Designer contest, which was co-sponsored and organised by HKCS this year. We were so privileged to have Dr. Andy Chun, Chief Information Officer of City University of Hong Kong attended and gave a brief introduction on the background of the Awards. “We were eager to encourage students to use a balance of well-proven Web engineering principles coupled with good Web design guidelines to produce high quality Websites that follows Web standards and good usability/accessibility best practices”, Dr Chun said.
President Lee had presented the 2009 eXtreme Web Designer Award to 12 winning teams represented by 18 students (http://www.cs.cityu.edu.hk/~hwchun/extreme/). Each winning team received an award certificate and generous cash prize (in the form of book certificates) from The University of Hong Kong and the City University of Hong Kong.
Participants were in a good mood to chat freely with friends, enjoyed the fabulous foods and wine at the cocktail reception. The party successfully concluded in a harmonious and joyful atmosphere.

Joint HKCS CIO Board - Cisco CIO Club Summit 8-9 January 2010

The “Joint HKCS CIO Board - Cisco CIO Club Summit” (the Summit), co-organized by the Chief Information Officer Board (CIOB) of Hong Kong Computer Society (HKCS) and Cisco CIO Club, was held successfully on 8-9 January 2010 in Shenzhen and well attended by over 30 CIOs from Hong Kong and South China region
The Summit began with a welcome remark by Mr. Charleston Sin, General Manager of Cisco (South China), followed by a opening address delivered by Mr. Daniel Lai, BBS, JP, Chairperson of HKCS CIOB. With the theme of “IT as an Enabling Platform in Pearl River Delta (PRD) Development”, the Summit focused mainly on the role of CIO in business, regional and economic development. We were delighted to have Mr. Jeremy Godfrey, Government Chief Information Officer of HKSAR shared his views on the topic of “Hong Kong’s Role in the PRD Development” with the participants. In the afternoon, group breakout discussions were carried out to discuss and explore the opportunities and challenges of IT industry and IT infrastructure development within the integrated PRD economic region.
After a full day Summit, a welcome dinner was hosted by the Cisco at the Futian Shangri-la Shenzhen Hotel. All CIOs took this golden opportunity to mingle with each other and unwind themselves after a day of presentations and discussions. On the following day a friendly golf tournament was held for CIOs to build up an amicable relationship.
HKCS CIOB would like to express her gratitude to the event host, Cisco CIO Club, for its warm hospitality and courteous arrangement. Last but not least, special thanks to all the CIOs and moderators who have participated in this successful summit. It would not have been a success without the support of the respective parties.

「2012行政長官及立法會產生辦法」論壇 6 January 2010

為鼓勵本地資訊科技界人士探討及回應剛發表的《2012年行政長官及立法會產生辦法諮詢文件》，日前立法會譚偉豪議員辦事處及香港電腦學會聯同多個資訊科技界專業協會特別舉行了一場「2012行政長官及立法會產生辦法」論壇。該活動邀請了政制及內地事務局局長林瑞麟及譚偉豪議員，與資訊科技界人士聚首一堂，聽取各方就政制改革發出的聲音，並作建設性的交流。
資訊科技現已成為大家日常生活不可或缺的元素，在香港的整體發展方面亦擔當著重要的角色，而這正正是立法會設立資訊科技界這個功能組別的原因。因此，香港電腦學會及論壇的各個支持機構，希望業界人士可以藉著這個機會，提出他們對香港政制發展的寶貴意見，發揮資訊科技界作為功能組別的作用。
香港電腦學會院士兼論壇主持劉嘉敏表示：「政制發展是一個複雜的問題，一次論壇當然不能讓大家對於重要結構性的話題達到共識，但我們希望持有不同意見的人士可以透過這個活動增加本身想法的透明度，互相加深了解，求同存異，共同推動香港民主邁步向前。」
會上一眾參加者就政制發展步伐踴躍發表意見，當中有人強調必須按計劃循序漸進，亦有人期望「一步到位」，提前普選。
與此同時，譚偉豪議員在論壇上指出，本港雖有逾六萬名資訊科技從業員，但現時這個功能界別的登記選民卻不足六千人，因此業界有很多朋友認為，應該擴大選民基數。然而，業界對如何落實增加選民基數的方法，特別是在如何吸納更多年青選民方面，則有不同意見；亦有人認為必須增加組別轄下學會數目；相信業界對此仍需進一步探討。
出席大會的林瑞麟局長期望，大家不要容許香港原地踏步，並重申民主在二零一二年有所進步，才會有利本港的長遠政制發展。是次政制論壇的合作機構包括香港通訊業聯會、香港電腦教育學會、香港資訊科技商會、香港軟件行業協會、香港無線科技商會、資訊及軟件業商會，國際信息系統審計協會(中國香港分會)以及互聯網專業協會。

Hong Kong ICT Product and Application are again immensely successful at Asia Pacific Information and Communication Technology Awards (APICTA) 2009

Hong Kong ICT Pioneers always delight the audiences in the annual Asia Pacific ICT Alliances (APICTA) Awards. This year, 21 enterprises, institutions and organisation on behalf of Hong Kong participated running of awards for 16 different categories which was held in Melbourne, Australia from 13th to 18th December 2009. With the outstanding and excellent performance, the Hong Kong team won 2 grand prizes and 6 merits.

21 entrants including a total number of 48 delegates participated in the APICTA. Mrs. Agnes Mak, MH, JP, Mr. John Chiu, JP, Dr. Johnny Ng and Prof. Jimmy Lee acted as the panel of judges while Ir. Stephen Lau, JP acted as the Chairperson of the APICTA. HKCS is proud of its achievement in assisting, promoting and coordinating Hong Kong entries to participate in the awards programme.

Delegation from Hong Kong had a great time in this 5 days event. The Asia Pacific Digital Innovation Summit (APDIS) featured both the APICTA Awards and Asian-Oceanian Computing Industry Organisation (ASOCIO) ICT Summit, which is one of the region's high-powered IT forums and was held collaboratively with APICTA 2009. An Opening Cocktail reception was held by the host country for APICTA on the second day arrived in Melbourne, Hong Kong delegates had a great time to meet and network with APICTA economy members as well as ASOCIO participants. Hong Kong in turn organised a reception on the following day. These were good opportunity for the delegates to enjoy themselves and do some networking. Entrants were scheduled to attend judging session. The highlight of this APICTA Award was the Gala Night where all guests enjoyed a precious moment filled with delighted spirit during the event.

16 members economies, including Australia, Brunei, Darussalam, Hong Kong, India, Indonesia, Korea, Macau, Malaysia, Myanmar, Pakistan, People Republic of China, Philippines, Singapore, Sri Lanka, Thailand, Vietnam supported this exceptional event. Since 2001, APICTA functions as a platform for innovators and entrepreneurs in the ICT sectors to benchmark their products. It helps stimulating economic and trade relations, technology transfer, business matching opportunities. It also serves as show case for invention and creation of ICT professionals in the Asia Pacific region.

11-14 November 2009 HKCS Beijing Visit and China Affairs Study Tour 2009

The Hong Kong Computer Society (HKCS) International/China Affairs Committee successfully organised the second study tour in a series, the Beijing Visit and China Affairs Study Tour 2009, on 11-14 Nov 2009 in the China National School of Administration (NSA), Beijing.

Supported by the Hong Kong and Macao Affairs Office of the State Council (HMO) and the Liaison Office of the Central People’s Government in the Hong Kong S.A.R. (LOCPG), the Society formed a Hong Kong delegation of twenty-nine HKCS Council members, ICT professionals and practitioners to participate in the China Affairs Study Tour (中國國情研習班) and to visit the government officials and professional organisation, including the Ministry of Industry and Information Technology (MIIT), the China Association for Science & Technology (CAST) and the China Computer Federation (CCF).

Delegates arrived at Beijing on 11 Nov and were welcomed by the Division Chief of the Education, Science and Technology Department of the LOCPG Mr Wang Dongguang. They then returned to hotel and prepared for the School Opening Ceremony on 12 Nov morning.

The Honorable Advisor of the delegation, Mr Li Ling, Deputy Director-General of the Education, Science and Technology Department of the LOCPG, Chief of the delegation, Mr Sunny W K Lee, President of the HKCS, together with Ms Cheng Cize, Deputy Director of Training Center of the NSA hosted the Opening Ceremony. It bought the start of the study tour. Four programmes covered topics including Structure and Constitution of the Nation, International Situation and Diplomacy, Recovery Plan and IT Development and Macroeconomic Situation.

Apart from study, delegates gained an opportunity to meet with government officials and professional organisation. With the assistance of the LOCPG, a meeting with MITT and CAST was arranged on 13 Nov afternoon. It was our honor to have the presence of the President of the Education & Examination Center of the MITT Mr Xu Yubin, Deputy Director-General of the Department of International Affairs of the CAST Mr Liang Yingnam and Secretary General of the CCF Mr Du Zide exchanging ideas and insights regarding IT Professional Certification.

A Graduation and Appreciation Dinner was hosted by the Society on 13 Nov night in the Beijing Hong Kong Jockey Club Clubhouse. Deputy Director-General of the HMO Mr Xie Weimin joined the dinner and shared joyful moment with the delegates. Delegates had a great time with Mr Li of LOCPG and Ms Cheng of NSA and did some networking.

The Graduation Ceremony was held on 14 Nov morning. Delegates received certificates from Ms Cheng of NSA. Before returning to Hong Kong, delegates visited the 798 Art Zone and experience the art of a mixture of tradition and modern.

This study tour definitely provided delegates an opportunity to know more about our motherland and to share views and experiences. No doubt that it would also help fostering cooperation between boundaries.

5-6 November 2009 Hong Kong International Computer Conference 2009

The Hong Kong International Computer Conference 2009 (HKICC2009) themed “IT Innovation – Value Creation & Economic Transformation” was successfully held on 5-6 November 2009 in Hong Kong Convention and Exhibition Centre. It was our greatest honor to have Mrs. Rita Lau, JP, Secretary for Commerce and Economic Development, The Government of the HKSAR, together with Mr. Sunny Lee, President of Hong Kong Computer Society, Dr. Kennedy Wong, BBS, DCL, JP, Chairperson of HKICC2009 Organising Committee, and Professor Paul Cheung, Chairperson of the HKICC2009 Programme Committee officiated at the Conference Opening Ceremony in the morning of 5 November.

HKICC2009 had been designed to look at IT from the perspective of creating economic value, bringing together local and international experts to share the latest trends and IT developments.

"It was clear that using technology to create a solid economic return was now embedded deeply in the fabric of Hong Kong’s businesses. Technology lies at the core of the city’s competitiveness and exploiting it in new and innovative ways was one of the keys to Hong Kong’s long term economic success," said HKCS President Mr. Sunny Lee.

"The HKICC2009 recognised this synergy – the link between technology and economic performance – and takes it a step further. However, as local and regional experts examine the latest trends and IT developments, I was certain of one thing; Hong Kong would continue to embrace technology to create value and fuel economic transformation."

Technological innovation had also linked Hong Kong ever more comprehensively to businesses and the economy of China, delivering tangible efficiencies and commercial benefits to both sides.

“From the first plenary session on How Cloud Computing Transforms IT and Creates New Value for Enterprises, through to parallel tracks, and the closing plenary sessions on Green Computing and Sustainable Development, the programme of HKICC2009 was firmly grounded in today’s economic landscape,” said HKICC2009 Conference Chairman Dr. Kennedy Wong.

“In addition to plenary addresses on landmark topics, the eminent speakers from Hong Kong and Worldwide had taken delegates on a journey down a variety of parallel tracks tackling the impact of innovative use of IT on business and society during the two-day conference. The hottest topics included the Digital Creative Industry, IT in a Virtual World, Web x.0 & Social Media and eHealth, were also on the cards, as three discussion panels – Regional Collaboration in R&D, e-Crime, Fraud & Security and Entrepreneurship in the IT Industry," said HKICC2009 Programme Chairperson, Professor Paul Cheung.

“The Social dimensions was not be neglected at the HKICC2009. The ambitious One Laptop Per Child initiative, Marine Conservation and Education, and Green Computing and Sustainable Development had also been showcased,” Professor Cheung added.
Hong Kong, as the Asian’s World City and one of the major financial centres in the world, tackles challenges by the innovative use of IT. The financial crisis of the last 12 months had proven that the global economic structure was actually quite fragile. It was fortunate that the dire predictions of a crisis on the scale of the “Great Depression” did not eventuate.

“While the crisis was still not completely over, it had taught us some valuable lessons. HKICC2009 had provided a platform for our industry players to discuss how technology could create a brighter future that was less susceptible to such violent corrections,” said HKICC2009 Conference Chairperson Dr. Kennedy Wong.

With a packed programme and an ever expanding list of speakers, this year's conference attracted record numbers of delegates. The Chairperson Dr Kennedy Wong, BBS, DCL, JP expressed sincere gratitude and appreciation to the members of the HKICC2009 Organising and Programme Committees as well as the staff members of the HKCS for their dedication and enthusiasm. “Growing on 40 Years’ Foundation” HKCS 40th Anniversary Gala Dinner to celebrate the 40th Birthday of Hong Kong Computer Society (HKCS) and the success of the Hong Kong International Computer Conference (HKICC)!

With the staging of the 40th Anniversary Gala Dinner on 6th November 2009 in the Grand Ballroom of Conrad Hong Kong, all celebratory activities for the 40th birthday of the Hong Kong Computer Society (HKCS) were joyously unveiled. The dinner brought together over 600 IT professionals, business executives for a heart-warming occasion, with performances and fun.

As the evening began, the ballroom was packed with tremendous buzz and excitement as people were expecting the arrival of Guest of Honours (GOHs), The Honourable Donald Tsang, Chief Executive of Hong Kong Special Administrative Region and Mr Li Gang, Deputy Director, Liaison Office of the Central People’s Government in the HKSAR being greeted by HKCS President, Mr Sunny Lee, HKCS 40th Anniversary Gala Dinner 2009 Chairperson, Mr Daniel Lai and HKICC2009 Conference Chairperson, Dr Kennedy Wong.

HKCS President, Mr Sunny Lee opened the evening with a welcome speech which was then followed by a souvenir presentation to officiating GOHs and organisers. A cake-cutting ceremony was staged to make the 40th Anniversary a vivid memory and it was under this joyful atmosphere, HKCS Past Presidents, Distinguished Fellows as well as Council Members joined together to propose a toast to all guests.

After the ceremony, Mr Kennedy Wong delivered an eloquent vote of thanks to the sponsoring organisations as well as the committee members of the conference who have contributed to the success of this year's HKICC. Mr Daniel Lai, Chairperson of the Gala Dinner also thanked the GOHs and all the guests for their participation. He also expressed special appreciation to the organising members for their excellent teamwork and all sponsors for their generous support to the Society.

The highlight of the evening was the special announcement made by HKCS Past President, Mr Richard K H Li along with a video presentation in congratulating Distinguished Fellow, Prof Charles Kao for being awarded The Nobel Prize in Physics 2009. Mr Li was so generous in donating a series of old HKCS Magazine, the Hong Kong Computer Journal to the Society with President Sunny Lee accepting on behalf.

Always a spectacular night, there was a live band performance by our Council Member, Mr Peter Yeung, Chairperson of the Gala Dinner, Mr Daniel Lai, President of Cisco (Asia), Mr Owen Chan and friends. To heat the atmosphere, President Sunny Lee and Mr Daniel Lai performed duo singing of “My Way” and their performance was regarded as the gist of the night. The event programme ended with lucky draws and the prizes this year were excellent with the 1st prize: Lenovo Thinkpad X200 being sponsored by Microware Limited and the 2nd prize: Philips 42” LCD TV being sponsored by Wharf T&T Limited.

We would like to thank the Organising Committee for their effort and contribution in staging a memorable and enjoyable event. Founding of the People's Republic of China

HKCS Council Members, President Sunny W K Lee, Dr Johnny Ng, Vice President (Industry Development and International / China Affairs) & Honorary Secretary and Ir Dr Samson Tam, JP, Vice President (Community) were among thousands of participants in Beijing's Tiananmen Square joining the national day parade and variety show on the 1st October 2009 in celebrating the 60th Anniversary of the Founding of the People’s Republic of China. Representing the Hong Kong Computer Society which is also in its 40th Anniversary this year, the Council Members shared the joy and pride in witnessing the nation’s remarkable success in social and economic development, especially in the IT industry over the past six decades.

由香港电脑学会（HKCS）、资讯及软件业商会（ISIA）、香港软件行业协会（HMSiCA）及香港菁英会（YElites）合办的上海访问团已于二零零九年七月廿四至廿五日出席于上海智力产业园举行的“第二届上海国际资讯服务外包交易峰会”。

访问团于七月廿三日到达上海，并于抵埗后到访上海市闵行区人民政府。访问团很荣幸得到副区长程向民博士接待，向各团员介绍闵行区未来十年重点发展的基建项目：虹桥综合交通枢纽。虹桥综合交通枢纽工程是国务院批准的特大型建设项目，集远距离航空、京沪高速铁路、长三角城际列车、高速大巴、城市轨道交通以及地面公共交通等为一体，是上海市“十一五”期间的重大基础设施建设。此项目建成后，预计整个枢纽的集散客流量为每日48万人。

访问团到访上海浦东软件园

离开闵行区，访问团出发往上海浦东软件园。上海浦东软件园是国家软件产业及软件出口基地。超前的意識、科学的规划、恰当的运营机制，造就了基地一流的办公研发环境、自然环境、人文环境和发展环境。通过不断完善的公共技术服务、人力资源服务、市场及商务服务、生活配套服务和国家与地方产业政策聚焦的支持，软件园吸引了大批国内外软件及资讯服务外包企业进驻。团员亦于当天探访园内两间外包公司︰Infosys Technologies Limited和花旗软件技术服务（上海）有限公司。

由香港贸易发展局主办的联谊晚宴为当日行程作总结。超过三十位来自香港及上海的嘉宾，包括香港贸易发展局华东、华中首席代表锺永喜先生出席与访问团共渡愉快的时光。

The Hong Kong Computer Society (HKCS), in conjunction with Information and Software Industry Association (ISIA), the Hong Kong & Mainland Software Industry Cooperation Association (HMSiCA), and YElites Group IT Division (YElites), had successfully organised a Hong Kong IT delegation to the 2nd Shanghai International Information Service Outsourcing Trade Summit 2009 (SISO 2009) on 24th-25th July 2009 at the Shanghai Intelligence Industry Park.

The delegation arrived Shanghai on 23rd July 2009. They then visited the Minhang District People’s Government, Shanghai. Hosted by Deputy District Executive - Dr Cheng Xiangmin, delegates were introduced the future development of “HongQiao Hub Plan”, the important infrastructure development for the coming 10 years in the Yangtze River Delta.

With the great support from the Hong Kong Trade Development Council (HKTDC), delegates visited the Shanghai Pudong Software Park. Situated in Zhangjiang High-tech Industrial park, the Software Park has been approved by the state as “National Software Industry Base” and “National Software Export Base”. Deputy General Manager of the Software Park - Ms Lian Ren shared with the delegation market information related to China outsourcing industry. Delegates then visited two outsourcing companies inside the park, namely Infosys Technologies Limited and Citicorp Software and Technology Services (Shanghai) Limited.

After the official visit, the HKTDC welcomed the delegation by hosting a Networking Dinner. Joined by the Regional Director, Eastern and Central China - Mr Jacky Chung, over 30 participants from Hong Kong and Shanghai had a good time and did some networking.

Endorsed by Shanghai Information Service Outsourcing Development Centre (IISO) and OutsourcedWorld LLC, the SISO 2009 served as a platform for the outsourcing entrepreneurs to infiltrate the American and European market and to learn more about opportunities in bridging possible partnerships. More than 10 Hong Kong companies attended this summit on the second day. Over 15 buyers from the America, including Citigroup, Johnson & Johnson, Electronic Arts, The McGraw Hill Companies, etc had business matching with our delegates.
This event not only provide the delegates a chance to meet with potential business partners from the American and European market and seized business opportunity through attending SISO 2009, but also a golden opportunity to meet with the government officials and professional bodies.

Logo Design Competition for the ICT Employment Centre

Hong Kong Computer Society will develop a new portal namely, “Information and Communication Technologies Employment Centre” (ICTEC). The portal will be a one-stop portal to provide ICT employment opportunities, useful resources and support related networks for ICT job seekers. The project is funded by the Hong Kong Government and will by supported by key local IT associates, participating media, recruitment agencies and any other corporations.

2009 China CIO Forum (中国CIO高峰论坛)

2009 China CIO Forum was recently held in the beautiful and relaxed environment of Yalong Bay, Sanya in the Province of Hainam (海南省三亚龙湾). The event was organized by the IT Manager Magazine (IT 经理世界) and supported by Hong Kong Computer Society. Over 170 CIO’s from enterprises across the nation participated in the 3 days event. HKCS was represented by a small delegation of CIOs including Sunny Lee (Hong Kong Jockey Club), Daniel Lai (MTR Corporation), Raymond Cheng (HSBC), Nelson Ying (Tai Fook Securities), and Peter Yeung (Amway). Daniel Lai, as Chairman of China CIO Forum delivered the opening address, while Sunny Lee chaired the second day of the conference, and Nelson Ying delivered a presentation on strategic role of IT. Other key speakers included Professor Xie Kan of ZhongShan University, Ms Xiaoyan Wang, CIO of Lenovo, and Dr Peng Lu, VP of Taobao.com.

Other CIOs also delivered presentations on a broad variety of topics, 2 panel discussion sessions were staged and 4 concurrent round table discussion sessions were held on Day 2 afternoon.

The theme of this year’s Forum was “IT enhancing business (IT优化商业). The program for the 2 days event was extremely full.

There were 15 presentations and 2 video presentations by Henry Mintzberg and James Champsy, management “GURUS”. Henry Minzberg believed global economical growth will be led by the ‘Bric’ countries, he considered that the financial tsunami was a result of ‘sick form of management’ that spreaded through various industries. He also quoted the example of success of Honda motor was because they were “on the ground” and spent effort to learn and understand the market.

Dr Lu Peng, CIO of Taobao.com, the most successful e-Business website in China shared their success story and the successful criteria – open, sharing, collaborative, standards, and global. In sharing his views on enhancing IT performance under economic crisis, Mr Wang Shiping, General Manager of Accenture stressed the importance of risk management and control at all levels – enterprise, operations, projects, market. Monitoring systems using IT can be deployed to manage risks.

Michelle Jao shared with the audience how IBM adopted Global Integrated Delivery approach to enhance applications development and management, helping customers to enhance business processes, create business values, or even transform businesses with IT. Examples given were Bharti and ABN-AMRO (Value Creation Centre).

In the Panel Discussion, the topic of how CIO’s deal with financial tsunami was discussed. Solutions suggested included:

- Standardization of business processes, IT solution, and IT infrastructure
- Centralization and consolidation of IT service groups
- Better use of customers relation management systems to enhance customers relationship (customer loyalty)
- Introduction of risk management solutions
- Innovation
- Adopt international best practice in business and IT
- Use IT to expand geographical coverage to grow business
- More robust ROI and IRR analysis on IT Investments
- Improve customer service
- Use partners on non-core business (outsourcing)
- Understand competitors (informed intelligence)
- Consolidate suppliers
- Review telecommunication services, redefine requirements and negotiate better terms
- Ensure economy of scale
- Review and assess IT assets to maximize utilization

In introducing the second day of the event, Sunny Lee outlined the unprecedented waves in the last 10 years:

- Asia financial crisis in 1998
- Dot com bubble bunt in 2000
- SARS pandemic in 2003
- Global financial tsunami in 2008
- The threat of Swine Flue in 2009

They have caused structural changes in business. Enterprises must prepare themselves in order to survive. The key is AGILITY. CIO should act accordingly:

- Do the right things
- Do the things right
- Using the right resources

A video presentation by James Champsy was shown. He is the author of “Reengineering the Corporation’, ‘Outsmart’, and ‘Inspire’. He commented that in the recession time of 80’s, business was very competitive. He observed that work processes were too complex, bureaucratic and not effective, work should be considered as processes and not from tasks perspective. By improving cycle time, it improves efficiency. Reengineering is about changing method of delivery.

In the 90’s, the Internet allowed restructuring and new way of doing things, IT can be applied to deliver value. In order to deliver “more with less”, management need to be ‘smart’:

- Focused
- Understand customer need
- Leverage on IT
- Take risks, reduce time to market

During economy down turn, companies should not stop investing, but continue to invest wisely, they can become stronger after the downturn. This is the best time to change and improve business models. CIO should ‘do more with less’ by developing more effective and efficient processes with IT.

Nelson Ying shared his experience in turning IT department to be a strategic business unit, and the need of CIO to:

- Increase revenue
- Increase agility
- Minimize risks
- Enhance efficiency

He also shared his insights on ensuring business agility with innovation and effective processes. In increasing competitive advantage through IT, systems need to be moved from a coordinated to collaborative approach with focus on customers. IT platform can also enhance customer intimacy.

CIO Forum 2009 was very well received by the delegates. Not only a very full line up of speakers shared insights and experiences, delegates also had significant opportunities to network and interact amongst themselves during the 3 days under a relaxed environment.

China CIO Forum, as an organization also held its 2nd Council Meeting on 18 June 2009 to review past achievements, discuss future activities, and elect Council Members. Daniel Lai was elected Chairman (理事长), while Sunny Lee and Raymond Cheng were elected Council Members. The China CIO Forum Council also agreed to establish strategic alliance with other local and regional CIO groups/organizations. At the gala dinner that evening, a Partners Alliance Initiation Ceremony was staged to announce the start of the alliance relationships. The Alliance partners include:

- Shanghai CIO Club
- Wenzhou CIO Club

The organizer is looking forward for HKCS CIO Board members and other Hong Kong CIO’s to attend China CIO Forum in 2010.

Winners of the HKCS Outstanding IT Achiever Awards 2008 celebrated their success at the Award Presentation Ceremony & Dinner

Hong Kong enjoys one of the most dynamic business environments in the world, driven by its ties to international markets and the region’s rapid economic development. Information Technology (IT) professionals have played a pivotal role in the success of many Hong Kong companies and IT as a profession has thus become more challenging. To achieve the highest possible performance, IT professionals have to break through traditional ideas, “think beyond the box” and go the extra mile to respond to the increasingly sophisticated market.

To accentuate, recognise and honour the significant contributions of the IT professionals in the Hong Kong’s IT industry, Hong Kong Computer Society (HKCS) had launched the first-ever HKCS Outstanding IT Achiever Awards 2008 (OITAA2008) to reward the much praised individuals in the IT field and to showcase the impact that they have made to the local IT industry and the community. The result of the Awards was formally announced on 26th March 2009 at the Hotel Nikko Hong Kong in an Award Presentation Ceremony & Dinner with over 200 guests attended.

Distinguished guests in the Ceremony included Guest of Honour Mrs. Rita Lau, JP, Secretary for Commerce and Economic Development of the HKSAR, President Mr. Sunny Lee, OITAA2008 Chairperson Ir. Dr. Samson Tam, JP, and Mr. Daniel Lai, BBS, JP, Convener of the OITAA2008 Judging Panel. They were all thrilled with the outstanding achievements of the award winners and thankful to HKCS in organising this meaningful event.

"These awards recognise individuals for their strategic role in helping to drive competitiveness and place Hong Kong at the forefront of knowledge creation and IT innovation on a global scale," said President Lee. "Although this is the first year we have organised this competition, it has become a major event in Hong Kong's ICT calendar highlighting the achievements and contributions of IT Executives."

Our deserving award winners were selected by the assessment panels of highly experienced and knowledgeable individuals from the IT industry and a judging panel carried out by a panel of prominent business leaders and IT leaders in Hong Kong. The assessment process for the award winners was systematic and rigorous.

"The award is designed to encourage companies to grow through innovation and professionalism, raising the standards of people and projects. Accordingly the OITAA judging process is very stringent, making the award winners true showcases for Hong Kong’s IT industry," said Lai, Convener of the Judging Panel.

Dr. Winnie Tang, Council Member of HKCS and Chairperson in charge of Community Service Committee since 2007, paid a one day visit to Shanghai on 3rd November 2008 with Mr. Rex Ma, Chairperson designated of Youth IT Summer Camp 2009 to strengthen the collaboration with the Shanghai Computer Society (SCS) & China Welfare Institute Children's Palace (CWICP) and officially brought in Qingdao Computer Society (QCS) to join the meaningful project.

Dr. Winnie Tang met with a warm reception by the high ranking officials of the 3 parties concerned. She was praised and recognised by her leadership to create the cohesiveness among all the working parties and had made the previous IT Summer Camps so successful. A MOU which outlines the responsibilities until 2011 was signed after thorough discussion by the relevant parties namely Dr. Winnie Tang (HKCS), Prof. Hu Guo Fen ( Vice Chairman of SCS), Mr. Wang Song Zan (Director of CWICP) and Prof. Chen Dao Yuan (QCS).

Prof. Chen pledged to make the 2009 IT Summer Camp first time in Qingdao an unforgettable event to show his gratitude to be accepted into the family. The date of the Camp had been fixed on the 3rd to 8th August 2009. The Theme is "Ocean My Love".

Dr. Winnie Tang's idea of "Youth IT Summer Camp Alumni" was briefly discussed and gained the general approval from all the parties concerned. The trip was very successful and resulted with good achievements.

Long time HKCS member (No.F-00720) since 1975 and Community Service Committee Member Mr. John Lee responded to the calling of Ms. Grace Chan, J.P. & CEO and founder of HK Blind Sports Association (HKBSA) and participated the Fund Raising Campaign of Swimathon 2008 on the 19th Oct.,2008.

The meaningful event of Swimathon had broken the Guinness World Record of One Hour highest Recorded Number of Handicapped Swimmers. Participants were from Hong Kong and different provinces of China. HKBSA is with the mission "To promote Equal Participation and Sports for All" and let the underprivileged & Handicapped groups to merge with the society.

The ISSG workshop on Proactive IT Security on 18th October was a well-attended event. We were fortunate to have Chief Inspector Paul Jackson of the Hong Kong Police Technology Crime Division presenting. Paul has twenty years experience in the Police and is very knowledgeable about digital investigations, having been involved in many high-profile cases. He is also President of the High Technology Crime Investigation Association (HTCIA) Asia Pacific Chapter, Vice Chairman of the International Organisation on Computer Evidence (IOCE), a helpful teacher and entertaining speaker.

The workshop covered malware, especially botnets, incident response, live system forensics and tracing data leak sources. Paul pointed out that the common commercial approach to incident response is aimed at cleaning up and getting systems running quickly, but, with a little planning, it is possible to investigate and discover useful information, such as the controllers of zombie machines.

The hands-on part of the workshop was conducted in the safety of virtual machines and covered a wide range of tools, mostly free, for capturing and extracting information in a useful form. The traces left on a machine, for example, in the registry, can be very revealing, such as what USB devices were used, and when. The final workshop task was running unidentified malware and investigating its actions.

The participants received certificates from HKCS ISSG and the HK Chapter of the HTCIA.

15 August HKCS 8.14 Forum for Legco Election IT Functional Constituency (ITFC) Candidates

The Hong Kong Computer Society, as the leading IT Professional Organisation in Hong Kong, spearheaded to host the “8.14 Forum for Legislative Council Election IT Functional Constituency (ITFC) Candidates” on 14 August 2008. The event was very well received with over 110 ICT executives and professionals as well as renowned media presenters in attendance.

The centre of the limelight was the two candidates, Mr Charles Mok and Ir Dr Samson Tam. They had fierce discussion over the topics that the IT Industry concerned most. The Society was delighted to have Mr. Ronald Fung, a veteran media presenter, columnist and published author, as the moderator of the night. With his articulate presentation and sense of humour, all the participants enjoyed the event very much not only because they could enhance their understanding of the political platforms of the election candidates, but also shared their invaluable views with the candidates during the Q&A Session.

Last but not least, Mr. Fung pledged all the eligible ITFC voters to vote on 7 September Legislative Council Election. The success of the Forum would definitely make the voice of all the eligible ITFC voters be heard at the Legco in the future.

兩地六大合作計劃取得共識，並致力攜手以資訊科技協助災區重建
由香港電腦學會率領的香港資訊科技界首個成都考察團，日前完成行程返港。考察團與當地市領導會晤，並造訪高新技術產業開發區，磋商兩地資訊科技的新合作計劃。團員更探訪了四川地震災區，親身瞭解當地的重建情況，以便日後落實多項以資訊科技為基礎的災後重建計劃。

香港資訊科技界考察團由香港電腦學會會長李惠光出任團長，團員包括香港電腦學會其中三名副會長吳傑莊博士、朱焯麟及程式藩，以及來自本地不同資訊科技機構的代表。

考察團透過與成都市政府領導及當地資訊科技界人士交流和實地視察，瞭解到災區資訊技建設項目的需求，並建議推行六項計劃，包括蓉港IT 合作宣傳帄台、5.12人臉尋親行動、流動IT信息教育車、慈善公益服務網上管理帄台、城市級教育信息化綜合應用服務體系，以及蓉粵港學校手拉手網上互助計劃。

香港電腦學會會長李惠光表示：「這次考察不但使我們對四川的資訊科技發展加深瞭解，亦促進了兩地業界的交
流合作，為香港企業開拓中國西部市場新商機鋪路。團員更深切體會到當地災後重建實際所需，日後將繼續致力協助當地引入資訊科技應用，以面對重建、賑災服務管理及災區教育管理等挑戰，務求使災民能重新上路，邁向美好明天。」

六大資訊科技項目簡介

 蓉港IT合作宣傳帄台：兩地資訊科技界將繼續互動交流合作，香港電腦學會並會推荐成都市爭取成為二零零九年聯合國計算機會議 (JICC) 的主辦地區單位，希望藉此推廣當地資訊科技產業發展商機。此外，香港電腦會將透過會員每月聚會及其他活動，呼籲本港社會各界支持響應參與重建災區資科技項目的機構。

5.12人臉尋親行動：全球首創以先進的人臉識別技術，為上載至尋親網頁www.512xunqin.org的照片進行配對，以協助省內外親友搜尋孤兒、孤老及孤殘，使這些家庭得以團聚。

 流動IT信息教育車：香港電腦學會將向本港資訊科技界籌募善款，建設流動IT信息教育車，為災區的兒童及家長提供科技知識和應用技巧培訓課程，例如電腦操作、語言教學、工作技能培訓等，務求以科技帶動農業生產及經濟，並藉此拉近城市與鄉鎮之間的資訊科技知識距離。

 慈善公益服務網上管理帄台：將設立一個特別為慈善公益服務而設的網上管理帄台，以提供慈善入門網站、慈善物資管理系統、受助者管理系統、捐贈者管理系統與慈善服務管理系統。慈善公益服務計劃將能透過使用這個帄台提升運作透明度，加強社會各界人士對這等慈善計劃的信心。

 城市級教育信息化綜合應用服務體系：為災區學校建設基礎教育綜合資訊管理帄台，以提供學藉管理、成績管理、協助辦公、資產設備經費管理、教育調查管理、文體衛生保健管理、教育督導評估管理、「陽光」收費、教育群組手機短訊發布管理，以及黨團組織訊息管理等功能。

 蓉粵港學校手拉手網上互助計劃：是項計劃將同時讓香港和內地珠三角地區符合要求的自願中小學參與，旨在提升學生透過互聯網關護他人及服務社會的意識。學生們將可在網上互相交流學習、啟發生活體驗。

The “Information Service and Software Management Forum” organized by the Chief Information Officer Board (CIOB) of Hong Kong Computer Society (HKCS) was held on 27-28 June 2008 in Zhongshan City, China, with the objectives of exchanging outsourcing experiences between ZhongShan and Hong Kong delegates, discussing best practice in software outsourcing, and exploring business opportunities in IT outsourcing.

Led by Mr. Raymond Chu, our Vice President (Membership) & Internal Affairs, the 1st day of the forum started with a friendly golf tournament with HKCS and ZS delegates to build up an amicable relationship and followed by a welcome dinner organized by the Ministry of ZhongShan Information Technology Industry Association. The dinner was well organized and delegates took the opportunity to know each other and exchanged business ideas.

The Information Service and Software Management Forum was held successfully on 28 June 2008 at ZhongShan Scenic Holiday Hotel which began with a welcome remark by Mr. Daniel Lai, followed by a speech delivered by Mr. Ouyang An, ZhongShan Bureau of Information Industry Director and ZhongShan Economic & Trade Bureau Deputy Director. The forum focused mainly on IT capabilities of ZhongShan and best practice in software outsourcing which includes topics of Introduction of ZhongShan Information Industry Policies & Opportunities to Develop Information Services; ZhongShan Software & Information Services Capabilities; Best Practice of Software and Information Service Outsourcing; Software Services Projects – Hong Kong’s Practice and Process; Technology & Management; Introduction of Forthcoming IS Projects. There were about 60 attendees and they all felt the forum most informative.

The delegation was formed at short notice and it would not have been a success without the support of the respective parties. Many thanks to our sole sponsor Brocade Communication Systems. Highlights of the New Office Inauguration Party

Hong Kong Computer Society is moving to a New Horizon...

The Hong Kong Computer Society (HKCS) celebrated the relocation of its new Secretariat Office in a grand opening ceremony on 15 July 2008. We were delighted to have the presence of our HKCS Council Members, Distinguished Fellows, members of Standing Committees and SIDs, representatives from the OGCIO of the Hong Kong SAR Government, Liaison Office of the Central People's Government in the Hong Kong SAR, representatives from the friendly associations and numerous business partners, making it a delightful and memorable evening!

President Sunny Lee said in his welcome remarks, "I'm thrilled to see our staff can now work in a bigger office and better environment and with this expanded and better equipped office, HKCS would continue providing members with high quality services and promoting the professional standards and development of the ICT industry in Hong Kong."

The Inauguration Party started off with a traditional Chinese style blessing led by President Sunny Lee, followed by a roasted pig cutting Ceremony together with the HKCS Council. The climax of the ceremony was during the ribbon-cutting ceremony and the light opening of the HKCS’s brand. All the guests were having a good time during the cocktail reception.

At the end of the party, some of the guests had also joined the Professional Certification Seminar organised by HKCS and HKITPC (The Hong Kong Institute for IT Professional Certification) about the announcement of the three new professional certification titles.

21 June 2008 YouthClub@HKCS Site Visit - HKBN

- YouthClub@HKCS organised a site visit on the 21 June 2008 to the Hong Kong Broadband Network Ltd. (HKBN) which is located at Kwai Chung.

- Ms. Jessie Cheng introduced the company background of HKBN and she also provided the latest information about the broadband industry.

After the briefing session, Mr. Yeung, Senior Manager of Network Development guided HKCS members to Kwai Chung Estate where the HKBN network is set up. Not only members had a chance to visit the Telecom Equipment Room, but they also learned how data is being transferred to customers’ computer in a fast and stable condition.

The programme ended when Mr. Tom Ma, the committee of YouthClub@HKCS presented a souvenir to Mr. Yeung to thank him for the hospitality of HKBN.

The 7.9-magnitude earthquake that struck China's Sichuan province has already cost more than 20,000 people their lives and devastated the region by collapsing buildings, schools and plants. HKCS appeals to your urgent help and support to the earthquake victims!

While nobody can prevent earthquakes, we in Hong Kong can help by lending a financial hand to our friends on the Mainland. Accordingly, HKCS would like to invite all members and associates to join in raising funds to help the worst affected people to get through this crisis. All funds collected will be donated to Hong Kong Red Cross, a recognized charitable organization in Hong Kong. Donors (individual / company) who make contribution of HK$1,000 or above will be acknowledged in HKCS website in recognition of your generosity.

Dear Friends,

I would like to share with you this meaningful activity of Olympic Torch Relay on the 2nd May, 2008 in Hong Kong.I called many of my friends to join. We had stood in the street for 3 hours to capture the historical moment of not more than 5 seconds when the Torch Relay Runner passed us.

However, It was worthy of the while for the time that we had spent to feel the atmosphere and the excitement that the citizens of Hong Kong and our international friends to express the happiness in a peaceful manner. For all the Chinese, it is our great honour that China with over 5000 years of culture and 56 Ethnic Groups is the host to organize the Olympic Game 2008 in Beijing. It surely will be the memorable event that we had in our life time of our participation of the Olympic Game in our own soil of China. We feel much honoured and proud.

Hopefully you will share with me the joy and let us enjoy the Olympic 2008 in a peaceful and happy atmosphere.

12 April 2008 - Site visit to Hongkong International Terminals

Members of the Hong Kong Computer Society (HKCS) and the Youth Club had broadened their horizon when they paid a visit to the Hongkong International Terminals (HIT) which is located at the Kwai Tsing Container Port on the 12 April 2008.

Mr Eric Lung, Senior Manager - System Development & Support of the HIT greeted us at the Container Terminal. Being the Chairperson of the E-Business Special Interest Division (EBSID) of HKCS, Eric gave us a thorough explanation on HIT's Next Generation Terminal Management System (n-Gen) when we visited the Control Tower. N-Gen is a system controlling the entire scope of terminal operations from ship and yard planning, gate operations, vessel operations and interactions, yard configuration and performance, overall operations monitoring, equipment utilisation, productivity to costs optimisation. The complexity of the system really reflected the application of Information and Communication technology (ICT) in its full extent.

The highlight of the day was to join a Yard Tour to Terminals 4, 6 and 7 where members had a chance to feel the hectic operation of the Container Terminal. The programme ended when Nancy Wong, the Membership Services Manager of the HKCS presented a souvenir to Eric to thank him for his hospitality.
